I don't live in one of the 'rusty' regions, but I grew up in one.
If there is any rust obvious and in my case I would do this anyway just to assure as easy a project as is possible.
Get a good quality rust penetrant and dose everything every couple of days for a week or more - requires some innovative access to get to the backside of the two bolts that hold the bracket. If I'm remembering correctly there are welded on nuts.
If one of the bolts does break it can be drilled out and a new longerbolt and a nut on the backside will work.
After liberal dosing with penetrant several heat it up and let it cool will usually allow it to come free if the rusting has not detroyed the threads.
Same process with the bushing sleeve after the nut and washers are off.
Careful work with a hammer and punch to get the sleeve loose if necessary.
If the bushing is gone and you are concerned with some time to work out the breaking it loose some sections from a piece of plastic pipe cut to the length of the bushing and sliced lengthwise can be tapped into the 'bushing void' while working the A-arm with a pry bar. This will cut down on or eliminate any banging around if the bushing is really gone.
If the car is a budget operation a reasonably good used bracket with bushing is a good improvement.
