About 4 or 5 years ago I looked into this. I found lots of advice on line about fixing the problem in VDO speedos, I guess it's a common problem.
Usually it's a gear that has cracked or has otherwise taken to just spinning freely on the shaft it's sposed to be a pressed fit on.
Getting speedo apart enough to get to it is no picnic. Most people (myself among them) break the speedo needle when trying to pry it off its shaft.
Superglue, sometimes, is the cure mentioned. Or squeezing the shaft where it's being spun on, to give it some tooth for the gear to grab.
I found a place on line where the guy casts brand new gears in resin and repairs several different varieties of VDO speedos. You can pay him for fixing yours, or he'll sell you just the gear, but you have to have yours apart to determine number of teeth on gear, there are some variations.
In the end I just swapped in a speedo from a clean looking junk car amd it has been working fine since.
I can't remember the name but I think it had speedometergears in it, maybe. Our friend Google could be a help or use the search function on here amd look for old posts by me that have speedo in them.
