So annoyingly, I think not. I've got the same broken plastic piece...
I ripped one out of my corpse car (out at Nate89SPG's place), its annoying.
You cannot feed the cable through the plastic screw, and its a continuous line all the way to the gas pedal lever, and that's annoying to get off too.
My car has annoying high idle (1000-1000) sometimes, and I think its the plastic screw getting misaligned on itself, making the cable longer.
I've often thought of using a section of gas line with two clamps just like one would patch a gas line hole, but cut the gas line vertical to wrap around the broken screw. haven't done it though. probably would have been done faster than typing this post.
