fuel sender... can the float stop floating??

My fuel gauge on my beater started reading empty about 6 months ago. I figured I'd try to DIY repair the sender to save some $$.
Out of the tank, the sender works perfectly (plugged in and tilting it, the guage read appropriately. I took the sender apart and everything was in order. Put it back together and tested it outside of the tank again- worked fine.
In the tank it reads empty still. Does the float become water-logged (or gas logged)? Does air get trapped in the sender somehow?? I sure would like to save money and have a working gauge.
