I had a fender replaced by a Bodyshop.
They glued it on with a commercial two component adhesive. The product was as thick as caulk, dispensed by a double barrel caulk gun with a mixing tip.
It's better than welding. No metallurgical changes to promote rust at the weld site, and the glue fillet will fill in the joint to minimize gunk and moisture.
If I had to do this myself, I would use "West System, G Flex", thickened with a high strength filler. It's strong, flexible and has good working time. They even sell tubes to insert in a caulking gun. Any good marine store will carry it.

Drill a few holes and use self tapping screws to insure proper alignment during assembly. Attempting to use only clamps will be frustrating because the fender will want to "Float" on the adhesive. Be especially careful that the upper straight line meets the line at the door joint. You will not be able to shift the fender after the epoxy cures...
