Water pump: Above. Get the AC compressor out of the way (unbolt it from the bracket or unbolt the bracket from the motor & lay it over on top of the cabin air inlet). Water pump is there in plain sight.
Pulley/balancer, oil seals, etc.: Below. Access isn't necessarily any easier (steering rack & sway bar...), but you can SEE all the little bolts you're removing...
While you've got all this apart, consider doing your alternator bushings as well. Just get the standard rubber ones. And don't forget to tighten the alternator brackets after the belt is tightened again!
Of course, you're putting all new belts on, too... ;-)
