Flat black is more emissive than bare aluminum, meaning it can absorb or emit thermal energy more efficiently, just like a black tee shirt versus a white one on a sunny day. Of course the type and thickness of paint is important for it to work properly.
That said, most of the heat transfer with an automotive radiator is via convection, when air passes through them, so I doubt painting them accounts for much improvement, or I'm sure carmaker's would all be doing it from the factory!!
