FIXED - Was the Cruise ECU

Determined to fix the cruise control, I came home early, went into the garage and removed the knee bolster. It was easy as told when you do it the second time.
The cruise ECU has connector pins of two rows. the row that has three pins only had two cold solders on the circuit board.
Actually I cleaned the red stuff before I checked for the cold solder but I did not touch any of the solders that were under the coating.
I don't know if these boards have systematic failures at the connector pin - board joints but that seemed to be the most predictable failure point.
Anyway, I test-drove right away, and it worked just fine. We will see how long it goes.
I almost put the cc ECU above the blower plastic for future easy access but decided not to.
Thank you all for the help and suggestions. Now the car is literally 100% functional, and I am a happy rider :) Here is my toy :
