Are you completely pinching off the hose? If you don't do it completely, what can happen is that some pressure passes your pinch-off point, it opens the wastegate, but then, because you now have some pressure trapped between the pinch-off and the wastegate actuator, the wastegate can stay open somewhat, taking a while to close as the pressure slowly bleeds past your pinch-off point.

Now...is it safe to say my distributor and/or timing retard system isnt functioning correctly? I offer that up for suspicion because i can blow through the line going to that diaphragm. BARELY....but i DO feel a bit of air passing...and it sounds like its coming out from near the IC.

I don't understand your previous diagnosis: the vac capsule is a spur in the system, that is, it is standalone at the end of a vac line, not connected to anything, and therefore cannot pass air to the intercooler. Are you sure you're not testing the bypass valve (which should hold also hold vacuum)? The bypass valve goes from the turbo compressor intake to the throttle, which is close to the intercooler, which leads me to suspect that you might be testing the bypass valve, not the distributor vac. capsule.

You need to pull all of the boots and inspect them.
Next:
1. Confirm timing retard/advance is functional by putting a vacuum device on the hose going to the small metal (~2-inch diam.) capsule on the distributor and confirming that it holds vacuum. If it doesn't, replace the capsule with a good used unit. (MAKE the seller confirm it holds vacuum/pressure or get a guarantee that it will. A new one is $$$.)
2. Confirm timing is set properly. Once you know the vac capsule works, set the timing to 16* BTDC with the hose to the capsule removed and the nipple on the throttle from which it came plugged. There is a small window in the clutch cover through which you may view the timing marks. There's also a small, circular hole adjacent to it. Ignore the circular hole; use the square one. You may have to push some hoses out of the way.

There are three seals in the IM. One if for the hoses that go to PCV...one is for hoses that go to dash gauge...and one is for hoses that go to hooter valve. All of the seal in the IM can be wiggles fairly easily...but dont pop out without effort...could boost be escaping here, too?

Yes, but probably a bit of boost leaking there not a good chunk of it. Wrap some long zipties around the vac line nipples and manifold to keep them tight, for now. Replace them when you get the chance.
