The exhaust seal failing has zero to do with shaft play, and does sound like your problem.
You can pull the whole CHRA, and leave the exhaust housing in place, which may or may not make it easier to R&R the turbo...
I dunno how you feel about rebuilding a turbo yourself, it should be about $100 for the genuine parts.
