White paint (without a clearcoat, like your '91) is, physically, very hard, as it has titanium dioxide in it for pigment, potentially making it harder (no pun intended) to work with than other colors. (For more on white paint, google "a lesson from white paint".)
I had limited success with various "cleaner" waxes on my '89 Cirrus White Turbo, which lives outside and has been neglected by me for most of its ownership (its paint, that is). The cleaner waxes I tried in the past, as well as Meguiar's common three-step process, helped some, but weren't fantastic.
I am afraid of rubbing compound, having read that the way to go about this sort of thing is to try the least aggressive potion first. What I used, which helped a lot, is a random-orbit polisher (Porter Cable) with Meguiar's M105, followed by M205, followed by wax, except I didn't use actual wax -- much to the horror of hardcore detailers, I'm sure -- I used NuFinish, which is easy to apply, inexpensive, looks good, and lasts a long time. That said, for the coming winter, I will be trying Collinite 845.
The M105/M205 process is called the "Kevin Brown Method," after the guy who came up with it. These products weren't initially designed to be used with random-orbit polishers, but lots of people do. Google is your friend, if this all sounds feasible to you.
I should warn you that if you are a perfectionist and the car is very oxidized, then it's going to take a long time: just the hood and roof took me three hours!
The basic routine is to wash/dry the car (use microfiber towels), then claybar it, then do all the potions, etc. For more info, or to look into potentially simpler methods of restoring your car's finish, you might peruse a few "Detailing 101" sub-forums at sites like Meguiar's, autopia, detailing bliss, et al.
