steering column play

I've noticed a plastic-on-plastic popping noise from steering column that seems to be right at the dash-steering wheel area. As I looked into it, I find that the column has about an eighth-inch of up-down movement, which is allowing plastic on the column to touch plastic on the piece below it. Like something is loose, letting the column sag down and touch the part underneath.
I sprayed silicone, noise seemed to stop, but what's loose?
