It is a very intricate system and hard to fault trace and I have not dealt with many in later years.
But one thing I remember. If you flip the back rest and find the location of the belt reel. If you tap on it with a rubber mallet and that makes the belt move back and forth, it is the belt reel assembly and its many intricate sensors and switches and needs to be replaced (if you can find one).
Even the ignition switch plays a big role and I have one customer car where you have to fiddle with the ignition key and back it off a tad to make the belt roll back.
