You might be so far out that the piston seal has made it past the piston cylinder. You have to look behind the dust seal. I have always push the piston back in when replacing the seals by using some plastic soda bottles. Cut a long strip so to use as circular shim to slide the piston and seal back into the bore. This gives the seal a guide to slip past the outer edge. Then just slide the plastic out.
