I would do a compression test to try to determine head gasket condition. There may be a better test for head gasket failure...
On my 78 CIS the cold start problem was headgasket. It apparently was burning off antifreeze and oil that leaked into the combustion chamber while resting, on start up. Not many normal signs of head gasket failure either, like smoking or massive antifreeze loss, ect.
I fixed the head gasket, and it starts and runs nicely immediately, w/ a steady idle. I have not rebuilt the WUR or the Fuel distributor yet, or for that matter, anything else CIS related.
To me, that proves it's not always a cold start system issue that is causing a rough cold start. We've fixed many a rough running SAAB by replacing the head gasket. Sometimes on older cars, just taking the head off, and slapping it right back on w/ a new gasket... w/o machining the head.
