I've used a pre-paint cleaner like PrepSol or SherWilClean and a toothbrush with good results. You need to blot it with a towel as you scrub to get it off. Tape off the car at the bottom edge of the spoiler to keep from scratching the paint with the toothbrush. You may choose to tape newspaper over the finish as well since if you drip the cleaner on it it will remove any wax you have on the car as well.
