Like Simon S. said, the two are electrically parallel. That is, IF you have an electrical pre-pump. By 1990 or 1991 (I forget exactly), Saab dropped the electrical pre-pump, instead using a venturi pump that was operated by the main pump flow, or, the return fuel flow (they switched from one to the other at some point, and the details are not clear in my mind right now...).
In any case, BOTH pumps should always be running at the same time.
What is the problem that you are trying to troubleshoot?
