it wouldn't surprise me if it was already pre-wired, especially since you have it on one side.
as far as the seat heaters go, there are a couple of things. you are aware they don't work if it's above a certain temp right?
also, the passenger side has a contact switch in it i believe so it doesn't turn on unless there is a load (person) on it.
and most common, one of the wires in the heater pad grid has broken (either by shorting or someone putting a knee on seat). you can repair the short if needed, usually found by a burn mark on the seat foam. i think there are posts on here about people who have repaired their heater pad grids.
