C900 limited boost when warm

The car is an 1988 900 turbo. When the car is started, cold and driven for a short while, the turbo will boost right to the beginning of the orange of the turbo gauge (third segment). Once the car has been driven for 15-20 minutes, under acceleration the turbo boosts to a point equal to 12 o'clock and no further. The car has a new Bosch BOV and almost all vacuum hose has been replaced or inspected. All turbo piping has been removed and inspected for cracks and none found. Earlier I tested the APC valve and that tested fine. Scratching my head on this one. Have searched and didn't find anything to help. Your help would be appreciated.
