I am going to wager the shop is made up of tools, and the tire was actually rubbing on one of the control arms. That's not impossible, since the axle shifts laterially when it drops (like on a lift). It'll move back over when the car is back on the ground.
If it actually *was* rubbing on the brake line, then the wrong brake line is installed. It should be a tiny loop of rubber, tucked in way too close to the caliper to ever interfere with the wheel.
