I would say your hard and fast city driving habits result in 21 mpg. If you've been in a newer car with a current mpg readout as you drive, it's pretty illuminating on how quickly actual mpg changes even under the slightest incline at a steady speed; it really drops when the throttle is worked aggressively. So yeah, 21 mpg sounds right...heck, I'm surprised it's not in the teens based on what you describe.
I don't know that much about verts and the effect of wind, etc., with the top down. I would suspect that a 92 900 vert would create drag, vacuum or something that would affect mpg.
