The location of the snap ring wasn't perfect, so the service bulletin was created. It's not the ID of the bore, it's the axial location of where the snap ring seat is machined in to the bore. So, the shims fit against the race of the bearing to prevent it from shuttling axially in the bore of the spindle. I've had two cars, both from 1993 that did this.
