the only difference between bigger and smaller headlights (or fog-lights, whatever) is that the latter ones must be made with tighter tolerances and that in dirty conditions their performance decrease faster (more density in the light beam from incandescent source leads to higher temperatures on the lens and the dirt dries up faster; dry dirt blocks more light than wet dirt). So cheap small head- and fog-lights ARE worse than conventional ones, goodies with higher price tags SHOULD be on a par or better than OEM's designed before late 90's.
