If your horn works, it might be easier in the short run to just take the car to a different shop and start the inspection process all over again. If they wrote that on the sticker itself, scrape it off. If it is just written on the little pink slip, don't give it to them. None of this info is computerized, or stored anywhere where a new shop can get to it unless you make the info available yourself. You'll definitely want a used one - I think I paid abut $ 50-60 on FleaBay last time I had to swap one out. I think they are very expensive new.
Tell them you had a bulb out, and they pissed you off and you'd rather not deal with them again (it would be sort of the truth). Unfortunately, I think they look for the SRS light to come on when the key is turned, but since you're thinking of changing shops any way, it might be worth a roll of the dice. If you were to be really devious, you could fold the foil away from the SRS Socket on the back of the speeedo, and temporarily wire a bulb in series with your ABS light. That way it'd come on and go off at about the right time.
