Certainly could be, vsfoxe covered that possibility.
For all the times I've run my vacuum lines for problems, including CC, its more often turned out to be something mechanical or electrical. But BHJ, if you test the lines, be sure to have some extra on hand, in case disconnecting them also wrecks them.
As an aside, after replacing my CC switch, I determined that the play which had developed over years in the brake pedal travel was enough to keep the CC from engaging. The brake pedal does not quite return all the way--like perhaps 1/32"-1/16" shy of returning completely, which is enough to release the vacuum from the switch. I haven't been able to strike a balance between CC switch adjustment needed to hold the vacuum and the brake light switch adjustment needed to turn off the brake light. So I obviously chose to address the brake light switch. The wear, as it turns out, is located on the pedal rod such that no amount of return spring strength is going to bring it all the way back. The answer would be some sort of modification to the bracket to compensate for this wear.
Call me a pessimist (with roughly 600M of miles on 2 SPGs), but its rarely the easy fix any more. But it still beats a $400 a month car payment.
