You might lubricate the top mechanism, being careful not to get anything on the top fabric of course. That's about the only thing I can imagine that would prevent it from opening all the way. The boot cover is a real pain to put on and takes up a lot of space in the trunk--which is why so many of them disappeared. I did it once and that was enough. They did make a soft vinyl boot cover, had one, it's a lot easier to put on. Some have had luck gluing the back window to the fabric. Try a search on "gluing rear window."
