Probably one of the dual filament (park/turn) lights on the RH side has lost its ground. When the park light circuit is not energized, the culprit turn signal bulb can find an incidental path to ground through the park light side of the bulb (which is connected to other, non-energized bulbs that are grounded), and the turn signals operate normally. When the park light circuit is energized, that ground path is not available (already at 12V), so the turn signal bulb doesn't draw any current (same as a burned out bulb). Should be that with the park lights on the culprit bulb won't flash, and with the park lights off it will flash, but dimmer than normal (at park light brightness).
