I've replaced that part at least a half dozen times. My 90T right now needs it but the up and down play is only about a 16th of an inch. Never tried fabricating the part. My neighbor who is a pro mechanic has fixed his car with a metal tube so it certainly is feasible without the factory part. Always used the Saab part which is still available. It's in the Eeuroparts 'steering' section near the bottom. It's called a steering column collar and nests on the inside of the bearing. What concerns me with your description is that with almost 1 cm of play you may also need the outer bearing collar. If you shoot me a message off line I could send you pictures of the parts.
