If the fan won't come on it's either one of the components (the time delay relay, the thermal switch in the radiator, or the fan itself), or it's a fuse, or wiring to/between those things. It's a fairly straightforward circuit. A multimeter should reveal the problem.
Did you overheat just because the fan wasn't on (whether it didn't come on automatically or you forgot to turn it on with your toggle), or do you overheat even with the fan running?
Not sure what to tell you about the smoke under the dash or your poor running.
I think the spring looking coils you're referring to are the resistors for the ventilation blower. The speed is controlled by switching those resistors in series with the blower. The resistor pack has an overheat switch in it so if it overheats it intentionally shorts itself and blows the fuse for the blower.
