'86 S, huh? I have the same car. I thought mine went bad, but it turned out to be vac leaks and a badly positioned throttle position sensor. Still, if you saw smoke and it was associated with a drop in power, there's likely something wrong.
ECU is easy to change, but it's not really under the dash. It's under the carpet in front of the passenger (right side) door. Just remove screws holding the molding in front of the door down, and then peel back the carpet. The ECU is a shiny box that says JETRONIC on it in big block letters. Three screws hold it in. There is a big plug with lots of wires that you also have to remove. Make sure the key is not in the ignition. Sometimes I also disconnect the battery.
But if the smoke was coming from your dash and not the carpet, maybe it was some other wiring? I don't know what wiring though. My experience with '89 and '90 LH 2.4.2 (different series entirely than yours) ECUs has been that when they go bad they either fail outright (no start) or start misfiring injectors.
