If you remove the knee bolster (under the dash) you should get pretty good access.
The center console (if you have one) has to come out first. It's held in by a bolt behind the ashtray and two screws under the bellows just forward of the shifter. It's easier to remove if you also remove the cover over the shifter, ignition switch, etc, but you can get the center console out without removing all that stuff.
Once you get that out, the knee bolster is pretty easy. Find the part that the bolt behind the ashtray screwed into, and use a 13mm socket to remove that. It'll make sense when you do it.
Then there's a 10mm bolt or nut at each end of the bolster that you access through the open hood, at the back portion of the fender area, below the fuse box on the LH side and the PS reservoir on the RH side. Once those are out you can push the bolster down and aft and remove it (it hooks onto some tabs in the sheet metal that will be apparent with it removed).
Once that's out you should be able to trace that vacuum line without too much trouble.
