They seem to have changed this several times, so it's different for different years. As far as I can tell, it's like this:
For an '89 and '90, normal like Larry West says. The illumination is on whenever the key is in any position other than Lock (regardless of headlight switch).
For '87 and '88, The illumination is on whenever the key is in Run (again, regardless of headlight switch).
For '85-'86 (and as I recall it was like this on my '84, so I think this may also apply to '79-'84) the illumination is off if the headlight switch is off, and on if the headlight switch is in the parking light (first) position (both regardless of key position), and when the headlight switch is in headlight (second) position the lights are on when the key is in any position other than Lock.
The '91 and later cars are similar to '85-'86, except on some models the lights appear to be powered by a daytime running light relay when the headlight switch is off.
