my smog guy tells me that the California Spec has more of that precious metal inside it. I know it also has a number on it that the previous ones did not, to differentiate them from the old less capable ones.
remember that in California you have to get your car smogged, either ever 1 or 2 years, except for people that live in a few very small areas. Also, the shop HAS to determine if the cat has been replaced recently, and if it has it must be the newer style.
To my knowledge it is a direct bolt in with no differences in the flanges at all.
as to the tax part, laughing, it sounds a bit far fetched but I would not reject that out of hand either.
