CA is not as bad as some other States in where you have to have a safe car before you get the registration sticker.
CA only look at emission and Check Engine light.
I'm not too happy about your attitude though about the ABS light because when the lights comes on with every press of the brake pedal, it usually means the accumulator is just about empty and you have very little residual brake boost power left.
It is after all your main brakes that are failing, not just the ABS function. So you should probably get a new accumulator as soon as possible.
The Star station is just another fancy name and probably more license fees and more control from State on top of what was before when we had Smog or Smog Only stations.
Now after what I understand, Star station can also be a repair facility whereas the older Smog Only station could only do smog and no repairs.
Don't dress up, you will stick out as a sore thumb among the others.
It's just another hole in the wall smog station with a Star compliance. ;o)
