Probably varies from locality to locality, but what I've always heard is that it's only illegal to drive without some kind of eye protection. My understanding is that could be a face shield (e.g. full face helmet), goggles, even safety glasses, or maybe even glasses/sunglasses. Works for the guys on two wheels.
I've also heard that it's not specifically illegal not to have a windshield, but it may be illegal not to have windshield wipers. I'd find it hard to believe that any self-respecting enforcer of the law would give you a ticket for that, unless they were just plain out to get you.
