HELP!!! Ignition Gear

If anyone knows how to remove the gear right below the ignition cylinder on a 1981 Saab 900, please explain it to me. I have been trying to remove this gear through the opening where the key cylinder fits, but I cannot get the circa clip out. Not enough room to get a tool in there. There must be a way of doing this that I am not aware of. Thank you.
