Assuming that there could be a lot of water in the system, filter and tank (given your description of events) I'd disconnect all the fittings you can, throw the filter away and blow out each leg of the system with compressed air. Then I'd empty the tank thoroughly and run the pump only until nothing is ejected from it, put it all back together, install a new filter, and fill the tank with fresh, new gasoline (do not use any old fuel or you'll still be puzzled if it fails to start). That will make it run or you have some other problem (like no compression or jimmy arms). The injectors don't "hold" any fuel/water so if the rail is blown dry you have that element covered, then it's just the supply plumbing, return plumbing and tank.
You can separate water and gasoline very effectively by putting it in a translucent plastic bucket and placing it so the sun shines through it. After it settles down a bit (maybe 10 minutes) you'll clearly see the demarcation line where the gas is floating on top of the water and you can then siphon off the gas.
