The NAPA is rebuilt but the one I got used cheap boots and didn't have enough grease in the outer end. I opened up the outer boot and put in sufficient CV grease. Then, when the boot failed after a couple of years, I replaced that with a new boot I'd gotten from eEuro.
According to eEuro, the Empi isn't rebuildable. There have been a few reports of failures (like broken shafts, etc) on this board - that may have been remedied 'cause eEuro is good about feedback to their suppliers. Who knows how good the boots are, how much grease is in the outer CV, or how long it'll last.
Another option is to get a new outer joint, boot, and grease from eEuro and put it together. It's a bit of a sloppy job but very doable. Nitrile gloves and some decent external snap ring pliers (not the little $5.99 set from Harbor Fright) are a must for the process.
That said, if you're going with the whole unit, I'd go with the NAPA axle.
