Sort of a grey area. Before buying the '90 SPG, I researched it and also discovered a small #281 recall sticker (not the larger emissions sticker) at PnP on a '90 Vert which I managed to peel off intact. I also called several CA smog guys and inquired about it. One had never heard of it but looked it up and then stated 'no problem.' Another looked it up and said the recall was voluntary and if it was done, a new emissions sticker is necessary to pass because the visual inspection must match the sticker. In the end, not able to find one at any of the Indy's or ex Saab dealers in the area, I made one from a high res pic of the non EGR sticker on the '90 PnP Vert. That satisfied them as far as the EGR and sticker was concerned. But of course, it still needs to meet the emissions standards for the vehicle...
