They "share" a circuit, meaning they're interconnected, at the headlight switch. If the parking light circuit gets energized at a brake light bulb (due to either an interrupted ground, or a bad or incorrectly installed bulb, etc), everything else that's "common" at the headlight switch gets energized too. That would include the headlight relay.
