Yes, you can select second gear for stop and go traffic wherever third gear would only be engaged for a few seconds. By doing that you'll help preserve the second gear band and direct drum clutch. The little extra speed that might get applied to the planetary gear-train won't be anywhere near what happens when you do a forced downshift on the highway so shouldn't hurt anything. Just don't forget to select "D" once you get really moving.
All you can do to prolong the life of your T37 is to do regular ATF and filter changes and don't run it low on ATF. Some of the Torrington needle bearings in the unit begin to shed small metal fragments when they wear and as they circulate those eventually cause jamming of the governor and other control valves.
