The bolster is held in by three fasteners. The center (vertical) console has to come out first, then there's a bolt behind the ashtray area (that is threaded to receive the bolt behind the ashtray) that supports the center of the knee bolster. There is a bolt (sometimes a nut on a stud) on each outer end of the bolster that screws into it from the front side of the door hinge post -- access it with a 10mm socket on an extension. It's hard to describe, but someone posted a very good explanation not long ago.
Once the fasteners are out you can wrestle the bolster down and aft to remove it. It may help to pull away the rubber seal around the door opening and remove the vertical carpet retainers (three screws each) forward of the door, between the threshold plate and the bolster.
With the bolster out you will see the central locking controller (black plastic box) clipped to the upper side of the air distribution duct.
Are you sure the controller is your problem, and not, say, the switch in the driver's door?
