Do you always fill right up? is the smell worse when tank has just been filled up? I had a similar problem on my 94 Commemorative Edition a few years ago and it turned out I had a cracked fuel tank. Apparently, ( according to someone who replaced tank for me ) there may be a structural weakness in the design which means car going up an over road bumps can exert stress on the tank ( I think near the neck ) and eventually it fractures. Also, check the fuel tank filler neck, by opening gas cap. These often fracture also. Also, and this is just a guess, there is a charcoal filter which I think is meant to absorb gas fumes that may leak back inside the car. It could be that this needs replacing. Up to 92 they were meant to be replaced at 60,000 miles I believe.
On the "intermittent everything ", I am no expert but listen to the experts here ( and there are many who are all helpful), the most common advice I can remember seeing on this, is to check/replace the usual suspects,plugs,rotor,caps, wiring etc.
