Over the years I've pulled three sets of obviously near-brand-new Bougiecord wires and Bosch caps with rotors from junkyard cars. Good NgKs too. It's surprising how many people do an as-recommended tuneup just before giving up and junking these.
88-Vert, the fact the hesitation is still there after the wire swap says to me that both the old wires and the pre-owned Bougies are probably both good; the same degree of decay in both sets isn't likely. You didn't mention doing the plugs and as Bill Schuultz says, that's the place to start anyways.
