I may be remembering wrong but I think you have already installed an ECU from a running car, right? If that didn't solve the problem then it's not an ECU problem. With the key on and the red probe of your volt meter connected between a blue/white wire on the back of one of the injectors and the black probe of the meter touched to any ground point (like the intake manifold casting) you must read 12 volts when cranking. Any lower reading can prevent injector function. The injectors open and spray fuel when the ECU connects the green/white wires (on the injectors) to ground. The noid light is telling you that either the supply (12 volts to blue/white wires) is inadequate or the ECU isn't effectively grounding the green/white wires. That could be caused by a defective ECU OR a bad ground ground wire between the ECU and ground. (The ECU can't ground the injectors unless the ECU circuit is attached to ground by a black wire.) If the noid is giving us a true reading (dim) then you have either less then 12 volts at the injectors, a bad ECU (but you already tried that, right?) a bad ECU ground (the black wires that you cleaned up) OR a bad connection somewhere in one of those circuits. A major positive connection is the little terminal block on top of the passenger side inner fender. Trace the wire from the battery that goes up onto the right fender and you find it, a small black box. Pop off the lid and make sure the big wires all all securely connected. You could also check the big connector on the ECU to be sure it is tight.
