Shipping costs very often include volume in the calculation as well as weight.
99 & C900 windshields are anything but flat. They're deep and take an outsized shipping box to get them to the destination safely.
Later cars, like the 9000 through 9-5, have relatively flat windshields, and they can ship many more of them in the same space, on the order of five to one or so.
I had the windshield of my 9-5 changed a month back, and on the rack, it looks almost flat, and it was stacked with several others for the day's work.
