Disable the compressor wheel side by stopping it from moving. Then, you could find a way to block the oil from the going into the turbo by using a plate with two holes, and bolt it down.
Then the impeller doesn't spin, and the oil doesn't go into the turbo at all, so the cat isn't fed, and you don't go up in smoke like Cheech and Chong.
