I think you may have a defective APC solenoid Not sure why it would change function depending on temperature but that's my first thought. clamp off the hose to the wastgate and see if you get full boost. It will be unlimited so be careful, get off the pedal when it hits the red and don't work it too hard or long. You have to consider that the engine may be knocking and limiting the boost (like it should). You can test for that by disconnecting the knock detector and wrapping the cable so that it's not getting knocked and see if it boosts right. If the cable is in contact with anything that knocks or vibrates that can actually tell the ECU the engine is knocking when it's not. Make sure that the knock detector bolt is tight too.
