staggers and stutters and atrocious mileage (long!)?

My '91 c900, NA, 160K miles, has been off its meds, apparently. Starts fine, even when extremely cold, plenty of power throughout most of the RPM range, idles OK at about 900 RPM. But in every gear, when I back off the gas pedal completely, as soon as the tach drops to about 1,200 RPM, the car jerks, staggers, and stutters, as if from total fuel starvation or maybe ignition failure. If I downshift, foot still off the gas, it's OK until the speed drops and the tach goes down to 1,200 RPM. Likewise if I downshift again. Giving it any gas at all when it's staggering like that brings things immediately to normal. Brand new fuel and air filters, tried changing to another AMM, presumably a good one, and no change in these symptoms.
Furthermore, the fuel consumption is insane, maybe 12MPG highway, when it should be over 30 mpg. Any ideas. Local Indy with some c900 experience thought maybe loose/worn engine mounts (hydraulic in this case) but I can't detect a problem there. Seems to be a fair bit of top-end noise, compared to my other c900, an '88 NA with 205K miles on the odometer. No oil consumption, no disappearing or leaking coolant.
Help!
