I looked at the Bentley and didn't see the 12V reference anywhere....wonder where RS picked that up.
The LH2.2 TPS is simply a switch though, so if it is making continuity or not making continuity is the question. Then, if the wires that are in the plug have continuity to the ECU.
The LH 2.4.2 for the normally aspirated engine has the potentiometer in the TPS that would produce a varying voltage to the communicate with the ECU.
I think if you have the right continuity checks for the TPS, and the wiring is solid on the connector, then that isn't your problem regarding voltage.
HOWEVER....if the TPS is not adjusted properly, then it might be rotated to cause the throttle plate to open. Read in the Bentley how to adjust the TPS, as there is a definite sequence to get it to operate, and not to influence the throttle shaft.
In other words, your TPS could be reporting great continuity, but it's adjusted such that there is a binding that can cause the throttle shaft to become slightly open. This is another thing you can watch with the intercooler pipe off.
See the little ( I think 7 mm bolts ) holding on the TPS? It's hard to get a slender long socket into that area as it's really tight, but you can loosen them and adjust the rotation of the TPS so it operates per the instructions in the Bentley manual. good luck
